Utility Tariffs in Yekaterinburg to Increase in July

Residents of Yekaterinburg will see a significant rise in their utility bills starting July 1, with tariffs for various services increasing by 13.2%. This change affects hot and cold water, wastewater disposal, electricity, gas, heating, and waste management services.

The Regional Energy Commission of the Sverdlovsk Region (REC) has approved the new tariffs, aligning with the index set for the Sverdlovsk region in the second half of 2025, as stipulated by the governor’s decree dated December 13, 2024.

While the 13.2% increase is the maximum index, the actual change in amount will depend on specific supplier tariffs and REC decisions, according to the Unified Settlement Center’s press service. Contributions for capital repairs and consumption standards for communal resources will remain unchanged from July 1, specifically those applied when residents lack metering devices or haven’t submitted readings.

In addition to utility services, rates for housing maintenance and current repairs, labeled as “Housing Maintenance” on receipts, will also be subject to change from July 1.

Previously, these rates varied based on a building’s level of improvement. Now, the final rate will be determined by the list of services and works performed by the management company, resulting in unique rates for each building in Yekaterinburg, defined by the city administration’s decree.

For example, components like maintenance and current repair of rooftop gas boiler houses will now be incorporated into the general decree, with the management organization including the corresponding amount in the receipt if such facilities exist.

To illustrate the impact, a sample May receipt for a three-room apartment, totaling 5028 rubles excluding housing services, would increase to 5692 rubles with the 13.2% hike, representing an additional 664 rubles. The new rates were approved by decree of the Yekaterinburg administration No. 1136 dated May 29, 2025.
