Transition to Electronic Medical Certificates for Drivers Begins August 1

Starting August 1, driver’s medical certificates in Russia will be issued electronically, replacing the traditional paper format. This new system aims to streamline the process and combat the circulation of fake medical documents.

The announcement was made by Petr Shkumatov, head of the working group of the People’s Front “Protection of the Rights of Motorists.” Drivers will now receive a QR code and certificate number instead of a physical document after completing their medical examination.

This electronic information will be automatically uploaded to the State Traffic Inspectorate system, eliminating the need for manual verification and making it significantly harder to forge certificates. The traffic police will have immediate access to the necessary medical information.

Shkumatov mentioned the potential for QR code integration at psychiatric and narcological dispensaries to update their databases with driver information.

The electronic certificate system was previously implemented in 2022 for obtaining weapon permits, proving effective in preventing document forgery and enabling timely cancellations if medical contraindications are identified.

The State Duma recently approved a bill allowing traffic police to revoke driver’s licenses if medical contraindications are discovered during examinations, further emphasizing the importance of accurate and verifiable medical information.
