The distribution of these messages is facilitated through the Unified State System for the Prevention and Liquidation of Emergencies (RSChS). The Main Directorate of the Ministry of Emergency Situations of Russia for the Novosibirsk Region coordinates with mobile operators to send out these critical notifications.
Pavel Vinakov, head of the press service of the Main Directorate of the Ministry of Emergency Situations for the Novosibirsk Region, stated that informing the population about potential threats or actual emergencies is a requirement under federal legislation.
To ensure widespread coverage, the Main Directorate has agreements in place with all mobile operators in the region. When information is received about conditions such as high fire danger or strong winds, a request is made to these operators to distribute the relevant warnings.
Mobile operators working in the Novosibirsk Region are legally obligated to send these messages to the population free of charge. This ensures that cost is not a barrier to receiving potentially life-saving information.
