State Duma Considers Preferential Mortgage for Medical Workers, Teachers, and Scientists

The State Duma is considering a proposal to introduce a preferential mortgage program with a 5% interest rate for medical workers, teachers, and scientists. This initiative aims to reduce the outflow of specialists, particularly in healthcare and education, and address concerns about the affordability of housing for public sector employees.

Experts have expressed mixed opinions on the potential impact of the proposed mortgage program. Some believe it could provide a significant incentive for young professionals to remain in their fields and regions, while others argue that it may not be sufficient to address the underlying issues of low wages and inadequate funding in the public sector.

The proposal seeks to expand state support measures for public sector employees, acknowledging the limitations of existing programs such as “Rural Teacher” and “Rural Doctor,” which provide one-time payments that may not be sufficient to purchase decent housing. In addition to the preferential mortgage, deputies are exploring options such as equating teachers, doctors, and scientists with officials to provide them with one-time housing subsidies, and introducing preferential social rent with the possibility of eventual purchase.

A real estate agency director noted the attractiveness of a 5% interest rate in the current macroeconomic climate and suggested that it could encourage young specialists to commit to long-term careers in their respective fields, particularly in science, where emigration has been increasing. He further highlighted the effectiveness of similar housing support programs in other countries in retaining professionals.

However, a managing partner at a real estate agency cautioned that a preferential mortgage alone may not be enough and advocated for a comprehensive approach, including a reasonable down payment requirement. She also raised concerns about the potential negative consequences of the program, such as inflating the mortgage bubble, increasing government spending, accelerating inflation, and driving up apartment prices. She suggested that increasing wages and funding for the scientific sector would be more effective in attracting and retaining young people in the public sector.
