St. Petersburg to inventory objects on water after Galernaya Gavan “floating houses” controversy

The St. Petersburg city government is initiating a systematic inventory of all objects on the water in the city, spurred by the controversy surrounding the “floating houses” in Galernaya Gavan (Galley Harbor). Vice-Governor Alexei Korabelnikov announced this measure, signaling a potential resolution to the ongoing dispute over the legality of these structures.

The issue arose when tenants of the Galernaya Gavan coastline announced plans to create a “floating quarter” with houses on the water in 2024. This plan, involving a yacht club with an improved territory, was based on agreements with the city and the Nevsko-Ladozhsky Basin Administration.

The situation quickly drew attention from various stakeholders, including local residents, municipal deputies, the district administration, the prosecutor’s office, the committee for the protection of monuments, and the property relations committee. Galernaya Gavan is a federal cultural heritage site, adding complexity to the situation.

Currently, Smolny (St. Petersburg city government) is pursuing legal action against Marina LLC, aiming to terminate the lease agreement. Despite this, the company is challenging the fines and maintaining its position.

Korabelnikov stated that the city is focused on the matter and has already secured judicial rulings confirming the illegality of the floating houses. While entrepreneurs are challenging these decisions, he expressed confidence that justice will prevail.

He attributed this type of business “creativity” to the low cost of renting water areas compared to land. He emphasized the need for clear standards defining what can and cannot be located on the water in the historical part of St. Petersburg. These standards are deemed crucial for preserving historical views and promoting responsible tourism and recreation on the water.

Korabelnikov highlighted the proliferation of diverse and unusual objects on the Neva and Nevka rivers, including hotels, floating houses, sports infrastructure, and restaurants. He advocated for a balanced approach, suggesting the creation of aesthetic standards and a determination of which objects are appropriate for the city’s waterways.

Previously, Marina LLC faced fines for storing building materials on the coastline, but the houseboats remain in the harbor. The company successfully defended its initial construction on a pontoon in Galernaya Gavan in 2020, establishing a legal precedent that it continues to rely on.
