The St. Petersburg Metro has finally signed a contract with Luxservice for station cleaning services after a nearly six-month delay due to complaints regarding the bidding process. The contract, valued at 1.1 billion rubles, was officially signed on June 6, according to the government procurement website.
The decision to award the contract to Luxservice was based on a protocol dated May 26, which indicated that Luxservice’s application was the only one that met all the necessary requirements. This led to the auction being declared invalid and the contract being awarded to Luxservice as the sole participant.
This is not the first time Luxservice has been declared the winner in an auction protocol for this contract. Previous attempts to finalize the agreement in January, March, and April were met with challenges. Each time, complaints were filed, primarily concerning the highly specific descriptions of inventory and cleaning products detailed in the technical specifications. The antimonopoly authorities consistently overturned the auction results, necessitating repeated bidding processes.
