St. Petersburg Considers Dynamic Parking Tariffs to Address Congestion

St. Petersburg is considering implementing dynamic parking tariffs to alleviate parking issues in the city center, especially during peak tourist season. The proposed system would adjust parking costs based on occupancy levels, similar to a model used in Moscow.

The Transport Committee has noted a significant increase in complaints from local residents struggling to find parking in the city center. According to Mikhail Kazakov, Deputy Head of the Transport Committee, dynamic pricing is the most effective solution.

Under the proposed plan, the current tariff of 100 rubles per hour will remain in effect on streets where more than half of the parking spaces are available. However, the tariff could increase to a maximum of 360 rubles per hour on streets where over 80% of parking spaces are occupied.

The transport committee has stated that the new tariff system is not expected to significantly impact local residents who have resident permits.

The concept of differentiated tariffs for paid parking in St. Petersburg has been under consideration by the transport committee for some time. The current flat rate of 100 rubles per hour is no longer sufficient to manage traffic flow in certain areas, particularly during the tourist season.

The idea of linking tariffs to occupancy rates has been discussed for several years, coinciding with the expansion of paid parking zones from the Central District to surrounding areas. This approach is also addressed in the recently adopted comprehensive scheme for organizing road traffic, which suggests assigning different tariffs (basic, reduced, increased, and high) to specific sections of the city.
