St. Petersburg Considers Adding Military Service to List of Reasons for Social Support Eligibility

The St. Petersburg Committee on Social Policy is considering expanding eligibility for social support to include recent veterans of the special military operation. The proposal aims to provide assistance to those experiencing financial hardship following their service.

The committee drafted the project in May, seeking to amend the decree “On the implementation of Chapter 33-2 ‘State Social Assistance and Regional Social Supplement to Pensions’ of the Law of St. Petersburg ‘Social Code of St. Petersburg.’” This chapter outlines benefits for low-income residents whose income falls below the subsistence minimum due to circumstances beyond their control. The decree details the process for allocating these benefits.

Currently, the decree lists valid reasons for unemployment that qualify individuals for state assistance. These include childcare for children up to 8 years old, the first month of unemployment, caring for a disabled person of the 1st group, and undergoing medical treatment.

The proposed amendment would add demobilization or termination of a military contract related to the special military operation (including service in Russian border regions) as a qualifying reason. To be eligible, the individual must apply within three months of demobilization or contract termination and must not have a suspended employment contract.

For context, the subsistence minimum in St. Petersburg for 2025 is set at 19,329 rubles per capita. This figure varies for different demographics, with 21,069 rubles for the working-age population, 16,623 rubles for pensioners, and 18,749 rubles for children.
