Social Support Measures for Children with Disabilities

Starting April 1, 2025, children with disabilities in Russia will receive a social pension of 21,177 rubles per month, which will be assigned automatically. This is part of a broader system of support that includes monthly cash payments and a set of social services.

The set of social services includes free travel on trains and to treatment locations, as well as access to medicines and a 21-day sanatorium trip for the child and a companion. Recipients have the option to refuse the set of social services (NSI), in which case they will receive a monthly payment of 1,500 rubles instead (amount effective from February 1, 2024).

Parents raising a disabled child up to 8 years old are eligible for early retirement. Mothers can retire from age 50 and fathers from age 55, provided they have the necessary work experience. Similar rules apply to guardians, with retirement age reductions based on the length of guardianship and insurance experience, requiring at least 20 years for men and 15 years for women.

This year, caregivers for children with disabilities are receiving 10,000 rubles per month. This payment extends to non-working parents and those employed part-time. Other relatives or guardians are eligible if they are not working and can confirm their caregiving responsibilities annually.

The period during which an able-bodied person cares for a disabled child is counted toward their insurance period when calculating their insurance pension.

Parents, guardians, and trustees who are employed are entitled to four additional paid days off per month to care for children with disabilities, totaling 48 days per year.
