Skyscraper Project Near Oktyabrskaya Metro Station in Novosibirsk Suspended Due to Regulatory Issues

The design of a skyscraper near the “Oktyabrskaya” metro station in Novosibirsk has been suspended, but the developer, “VerbaCapital,” hopes to resume work as early as next year.

The project, envisioned as a 55-story skyscraper in the Oktyabrsky district, has faced several hurdles.

Vadim Ilchenko, founder of “VerbaCapital,” explained that the company encountered difficulties with height restrictions and urban planning documents. Initial studies indicated that a building up to 700 meters high could be constructed at the location. However, existing regulations impose direct prohibitions on buildings exceeding 30 floors, requiring deviations and public hearings for taller structures.

According to Ilchenko, the project faced resistance after the company applied to the mayor’s office, with concerns raised that led to a refusal. He emphasized the significant investment required for the design and preparatory phases, making developers hesitant to proceed without clear assurances.

Currently, “VerbaCapital” has suspended the skyscraper’s design pending clarification of the city’s position.

Despite the suspension, the developer remains committed to the site’s development. A working group was established under the Ministry of Construction to analyze documentation and propose solutions to address the obstacles to high-rise construction. Ilchenko is optimistic that updated legislation will enable the legal progression of high-rise projects.
