Seizure of Apartments for Moscow-St. Petersburg High-Speed Railway Construction Ordered

Roszheldor has ordered the seizure of approximately four dozen apartments in buildings slated for demolition to accommodate the construction of the Moscow-St. Petersburg high-speed railway. The order, signed on June 11, affects both privately owned and social housing units.

The properties targeted include apartments owned by St. Petersburg but currently occupied by individuals, with three located at 4 Dnepropetrovskaya Street. This building is scheduled for demolition and reportedly houses a mini-hotel.

The remaining apartments are social housing units situated in houses along the Farforovsky Post, specifically at addresses 4, 34, 40, 48, and 54. While some of these buildings are to be demolished outright, others, namely those at 40, 48, and 54, are slated for relocation.

Currently, assessments are underway for privately owned housing on the Farforovsky Post. A potential agreement is being considered where Russian Railways would donate funds to the city for the acquisition of replacement apartments for those in social housing.

Roszheldor has previously issued orders to seize apartments on the Farforovsky Post, Dnepropetrovskaya Street, and at 12 Transportny Pereulok, another building planned for demolition. Land is also being acquired in the Frunzensky District and around the Moskovsky Railway Station, including property from the operator of the Gallery shopping complex.

VSM Two Capitals LLC has a concession agreement with Roszheldor to build the Moscow-St. Petersburg high-speed railway. The project, estimated at 2.349 trillion rubles, aims for a launch date of April 1, 2028. A leasing agreement with GTLK covers the supply of 41 high-speed trains by 2030.

The high-speed rail is projected to reduce travel time between St. Petersburg and Moscow to 2 hours and 15 minutes, with ticket prices around 10,000 rubles.

A terminal for receiving and sending trains in St. Petersburg will be constructed near the Moskovsky Railway Station, on the site of the Kokorev warehouses. The city has approved the architectural design. To ensure transport accessibility, street extensions, a tunnel under the railway tracks, and a new exit from the Ligovsky Prospekt metro station are planned for completion by 2028.
