The State Duma is considering a proposal to eliminate the means test for large families, aiming to provide more uniform support across Russia. This initiative seeks to ensure that all large families receive necessary benefits regardless of their income level.
Sergey Mironov, leader of the “A Just Russia – For Truth” party, announced that amendments will soon be introduced to abolish the means test for large families entirely. This move follows concerns about inconsistencies in how large families receive support across different regions.
Currently, 40 regions in the Russian Federation do not consider the income of large families when allocating local benefits. However, the remaining regions still base support on need, leading to inequality. The proposed change aims to address this disparity by providing unconditional support to large families nationwide.
Mironov emphasized that the means test is particularly unfair when it comes to single allowance payments. He argued that large families should receive unconditional support, highlighting the need for uniform benefits at both the regional and federal levels. The proposal also includes raising the eligibility threshold for families with one or two children to two subsistence minimums.
