The Russian State Duma has approved a bill to create a national multifunctional digital service, which will integrate communication, state services, and commercial offerings into a single platform. This initiative aims to streamline access to essential services and enhance digital interactions for Russian citizens.
The new digital service will function as a messenger for text and voice communication and serve as a hub for accessing both governmental and commercial services. The legislation outlines specific criteria for the organization managing the platform and for the platform itself, ensuring compliance with Russian standards.
The operating company must be registered within the Russian Federation and hold exclusive ownership of the platform. Furthermore, the messenger component must be developed using Russian software, emphasizing domestic technological solutions.
A key aspect of the new service is its integration with the “Gosuslugi” portal, Russia’s primary online portal for state services. This integration mandates non-anonymous registration, preventing users from registering anonymously and linking their identity to the platform.
The non-anonymous registration feature will enable users to utilize data from official documents, such as passports and student IDs, to verify age, eligibility for benefits, and for registration purposes at hotels and other establishments. The service will also support the use of electronic signatures for document signing and facilitate communication between students and teachers in schools and colleges.
