Russian Duma Considers Eliminating Means Testing for Large Families

The State Duma is considering a proposal to eliminate the means test for large families when determining eligibility for benefits. This initiative aims to ensure equal support for large families across all regions of the Russian Federation.

Sergey Mironov, leader of the “A Just Russia – For Truth” party, announced the upcoming amendments. The party advocates for raising the eligibility threshold for all families to two subsistence minimums and completely removing it for large families. An amendment reflecting this stance will be introduced soon.

According to Mironov, many regions are already moving away from means testing for large families. He stated that 40 regions of the Russian Federation currently do not consider the income of large families when allocating local benefits. However, in the remaining regions, support is provided based on need, leading to disparities in the rights of large families.

The proposal emphasizes the need for both a federal status and consistent benefits for large families nationwide. The removal of means testing should apply to both regional and federal support measures, including the payment of universal child benefits.

Mironov highlighted the perceived unfairness of means testing, especially when it comes to single allowances. He argued that large families deserve unconditional support. Furthermore, families with one or two children may see the eligibility threshold raised to two subsistence minimums.
