Russia Prepares Technical Implementation of National Messenger Services

Russia is actively developing a national messenger platform to integrate public services, aiming to provide citizens with convenient access to government assistance and streamline administrative processes. The Ministry of Digital Development is currently conducting technical preparations to incorporate various services into the messenger.

The initiative seeks to create a user-friendly system where citizens can receive guidance, submit necessary documents, and obtain confirmation of service delivery directly within the messenger application. A digital assistant will be embedded to guide users through the requirements for specific services.

To establish the legal framework for the phased launch of services within the national messenger, a draft law has been prepared and submitted for its second reading. The primary objective of the project is to ensure ease of use and accessibility for all citizens.

President Vladimir Putin has directed government departments to prioritize and support the development of the Russian messenger, emphasizing the inclusion of both state and financial services. This directive underscores the government’s commitment to establishing a comprehensive domestic platform for digital communication and service delivery.

Recent regulations have restricted the use of foreign messengers by banks, telecom operators, marketplace owners, and government agencies for informing citizens. Additionally, mandatory marking of outgoing calls from organizations is now required, highlighting the government’s focus on data security and control within the digital communication landscape.
