Rosobrnadzor has issued warnings to 19 universities, including 11 in Moscow, regarding violations of mandatory requirements. The warnings, as confirmed by RUDN University, concern the testing of migrants on their knowledge of the Russian language, history, and laws.
RUDN University’s press service stated that such warnings from Rosobrnadzor are routine and systematically published on their website.
Besides RUDN University, the Moscow universities receiving warnings include:

- Slavic-Greco-Latin Academy
- National Research University “Moscow Institute of Electronic Technology”
- Bauman Moscow State Technical University
- Moscow State Linguistic University
- Moscow Polytechnic University
- Lomonosov Moscow State University
- National Research Moscow State University of Civil Engineering
- National Research University “Higher School of Economics”
- State University of Management
A previous mass warning was issued on April 14 to 17 universities, including the National Research Nuclear University “MEPhI” and RUDN University.
On May 30, a criminal case was initiated against the director of the RUDN University Center for Language Testing and Educational Preparation of Migrants in Perm for allegedly organizing illegal migration. The director and subordinates are accused of falsifying migrants’ knowledge levels to issue certificates for work permits.
Meanwhile, RUDN University’s head, Oleg Yastrebov, is among the top 10 richest rectors in the Moscow region, with a monthly income of 1.3 million rubles in 2024.
This situation occurs against the backdrop of Russia facing a record personnel shortage of 2.6 million people in 2024, leading the government to consider training labor migrants in their countries of origin.
