Residents of dilapidated housing on Strelochnaya and Pervomayskaya streets in Novosibirsk’s Pervomaisky district are being relocated as the area is slated for development. The city administration reports that a two-story barrack on Strelochnaya Street, built 89 years ago, is scheduled for demolition.
The resettlement process is planned to begin this year using city budget funds. This action follows a prosecutor’s office lawsuit and a court ruling mandating the dismantling of the building by 2025, due to its depreciation exceeding 80%. Demolition will occur after all residents have been relocated.
Currently, the city is also in the process of resettling residents from a house at 106 Strelochnaya Street, which was declared dilapidated in 2017. Furthermore, the regional government is creating a program to relocate individuals from houses deemed dilapidated between 2017 and 2022. Compensation will be provided to residents through the “Territory Development Fund,” as well as regional and local budgets.
In the area bounded by Strelochnaya and Pervomayskaya streets, there remain ten dilapidated houses. The city plans to resettle some of these properties with support from the “Territory Development Fund,” with the timeline contingent on federal funding. Houses at 4, 6a, and 10 Strelochnaya Street, declared dilapidated in 2022, are planned for demolition as part of future programs.
While the city has not yet made a decision on the integrated development of the territory bounded by Strelochnaya and Pervomayskaya streets, the mayor’s office acknowledges the area’s potential for such development.
Novosibirsk residents living in housing declared dilapidated can contact the Department of Energy, Housing and Communal Services for information about temporary housing options.
The city recently approved the construction of a new residential complex on 4th Kirpichnaya Gorka Street for the integrated development of the territory.
