A bill has been proposed in Russia to increase maternity capital payments for each subsequent child by 25% of the previous amount. Nina Ostanina, Chairman of the State Duma Committee on Family Protection, Paternity, Maternity and Childhood, introduced the initiative.
The proposal aims to incentivize families to have more children. The bill suggests that the birth of each subsequent child, starting with the third, would trigger a new maternity capital payment, increased by 25% compared to the previous one.
If the bill is passed, in 2026, families would receive 690.3 thousand rubles for the first child, 862.7 thousand rubles for the second, and 1 million rubles for the third. The current maternity capital amounts for 2025 are 690,266.95 rubles for the first child and 912,162.09 rubles for the second. A surcharge of 221,895.10 rubles is available for the second child if the initial payment has already been received.
Maternity capital is a state support measure for families with children, provided as a certificate for a specific sum. It can be used for purposes such as improving housing conditions, funding children’s education, or contributing to the mother’s retirement fund. Ostanina believes these changes will lead to a higher birth rate of second children between 2027 and 2030. The government has acknowledged that the proposal will necessitate additional budget funding.
