A new bill has been proposed in Russia to increase maternity capital payments for each subsequent child by 25% of the previous amount. The initiative comes from Nina Ostanina, Chairman of the State Duma Committee on Family Protection, Paternity, Maternity and Childhood.
The proposed changes aim to incentivize families to have more children. The bill suggests that for a first child born in 2026, the maternity capital would be 690.3 thousand rubles, for the second child 862.7 thousand rubles, and for the third child 1 million rubles.
Currently, maternity capital is a form of state support provided to families with children through a certificate for a specific amount. This money can be used for purposes such as improving housing conditions, funding children’s education, or contributing to the mother’s funded pension.
In 2025, the maternity capital amounts are: 690,266.95 rubles for the first child; 912,162.09 rubles for the second child; and an additional payment of 221,895.10 rubles for the second child if the initial payment has already been received.
Ostanina believes that these adjustments will lead to a rise in the birth rate of second children between 2027 and 2030. However, the government has acknowledged that implementing this proposal would necessitate the allocation of additional funds from the state budget.
