Private Sector Redevelopment Planned for Kirova Street in Novosibirsk

A large-scale redevelopment project is planned for the private sector on Kirova Street in Novosibirsk, aiming to replace existing private houses with modern residential complexes, schools, kindergartens, and improved infrastructure. The project, part of the comprehensive territory development (CTD) program, has been under discussion for several years, with developers planning to launch projects as early as next year. The redevelopment zone covers 21.5 hectares in the Oktyabrsky district, bounded by several streets, and involves significant investment and resettlement of residents.

The CTD commission has approved the project, setting conditions for the developer who wins the auction. The investment is estimated at 34 billion rubles, and the project includes the construction of “comfort” class residential buildings with an average apartment size of 49 square meters. The developer will be responsible for resettling residents of approximately 350 houses and constructing a school for 1100 students, a kindergarten for 320 children, and a polyclinic for 200 visits per shift. The project deadline is set for 2042.

While the idea of developing the territory has been in the works since 2023, the auction for the site did not take place last year. City officials have stated that the priority is currently emergency housing, and work on the Kirova Street project is expected to begin no earlier than 2026.

The private sector on Kirova Street is a mix of modern cottages and older wooden houses, with some residents eager to move into new apartments, while others prefer their current homes. Some residents have already put their properties up for sale, hoping to profit from the redevelopment. However, concerns have been raised about the lack of infrastructure in the area, particularly traffic congestion on Kirova Street, which the city plans to address by adding a lane for public transport.

A significant feature of the area is an old water tower, recognized as a cultural heritage site, which the future developer will be required to incorporate into the design of the new residential complex. Residents have suggested restoring the tower as a landmark and tourist attraction.

The industrial zone along the highway is also part of the CTD, with several companies already developing residential complexes in the area. Real estate experts believe that the location is becoming increasingly promising for developers due to its proximity to the Oktyabrskaya metro station and the development of new residential complexes in the area.
