Novosibirsk Region Reduces Utility Tariffs Following FAS Directive

Utility tariffs in the Novosibirsk Region are set to decrease in 2025 following a directive from the Federal Antimonopoly Service (FAS). The reductions will affect water supply, wastewater disposal, and heating services.

The Tariff Department of the Novosibirsk Region identified approximately 2.7 billion rubles in economically unjustified expenses, prompting the tariff adjustments.

Starting July 1, 2025, water and sanitation tariffs will decrease by 4.09% for all consumer categories. Heating tariffs will see reductions ranging from 3.22% to 13.34%.

The FAS of the Novosibirsk Region clarified that the excluded expenses were part of the required gross revenue of regulated organizations for 2025. These organizations operate in the fields of electricity, heat supply, water and sanitation, and solid municipal waste management. The Tariff Department plans to exclude the remaining unjustified funds when setting tariffs for subsequent periods.

While a comprehensive list of affected housing and communal services enterprises is not currently available, it is confirmed that two heat supply companies will be impacted. These companies are Berdsk “KBU” and JSC “Energetik” of the Krasnoobsk working settlement, according to Garey Asmodyarov, head of the Tariff Department of the Novosibirsk Region.

The current tariffs went into effect on July 1, and further tariff changes for the following year will be determined in November or December.
