Nikita Mikhalkov is advocating for the implementation of quotas on Hollywood films within the Russian market. He shared this initiative during a plenary session in the State Duma, noting that it has garnered support from the President, the Ministry of Culture, and is currently undergoing consultation in relevant government bodies.
Mikhalkov’s proposal includes a mandatory entry fee of 5 million rubles for each foreign film submitted for consideration in Russia. Additionally, he suggests that 10% of the box office revenue generated by foreign films should be allocated to the refinancing of Russian national cinema.
To streamline the entry process for films into the Russian market, Mikhalkov proposes establishing a “single window” system. He also suggests designating Gazprom-Media Holding and the National Media Group, both of which have varying degrees of state control, as the primary film distributors. This measure aims to prevent the influx of unwanted content into Russian cinemas through smaller, independent distribution companies.
Mikhalkov emphasized that he initially proposed this measure on March 1st, urging its swift implementation before foreign competitors fully return to the Russian film market.
This initiative follows a previous announcement that President Vladimir Putin instructed the transfer of 10% of the rental proceeds from foreign animated films to support national animation through the Federal Fund for Social and Economic Support of National Cinematography.
