New Utility Tariffs to be Introduced in Novosibirsk Region in 2025

Starting July 1, 2025, residents of the Novosibirsk region will see an increase in utility tariffs, following a decree signed by Governor Andrei Travnikov this January. The decree, published on the regional government’s website, outlines the specific increases for various utility services.

Overall, utility payments are set to rise by 13.5%. Within this general increase, some utilities will experience larger price adjustments than others.

In Novosibirsk, cold water, gas supply, and sanitation costs will increase by 11.9%, while hot water will see a 12.1% rise. Electricity and heating rates are slated to go up by 12.6%, and solid municipal waste disposal will increase by 5.7%.

The price per cubic meter of cold water could reach 29.3 rubles, and sanitation could rise to 23.75 rubles. For electricity, consumers using less than 10980 kWh per month could see an increase to 4.12 rubles per kWh.

Data from MUP “SAH” indicates that the cost of waste management will be 461 rubles 46 kopecks per cubic meter of solid waste from July 1 to December 31. The monthly fee per person during this period will be 91 rubles 52 kopecks.

LLC “NTSK” reports that the price of thermal energy for consumers from July 1, 2025, will be 2303.20 rubles per gigacalorie, including VAT. From January 1 to June 30, 2025, the cost of heat was 2101.91 rubles per Gcal.

The government offers support in paying for housing and communal services to citizens who are included in the list of preferential categories or who have low incomes.
