New Russian Driving Test Rules Could Delay License Acquisition by a Year

New regulations implemented in Russia on April 1, 2024, may significantly delay the process of obtaining a driver’s license. While the updated rules allow for more errors during the driving exam, failing the test three times now triggers a mandatory waiting period of six to nine months before another attempt is permitted.

The updated exam rules were allegedly created due to the low success rate of examinees on their first attempts.

One journalist, Yulia Zabaylovich, recounted her experience of failing the city driving test multiple times in Yekaterinburg.

Zabaylovich then looked to another country for help.

Zabaylovich ultimately obtained her license in Georgia, where the requirements were less stringent at the time.

In Georgia, applicants weren’t required to attend driving school and could take the exams with just a passport and a medical certificate. The exams consist of three stages: theory, training ground, and city driving. The first two stages of the exam were completed in Georgia on May 14, and the license was received on the 24th.

However, recent changes in Georgian regulations, effective May 28, have made it more difficult for foreigners to obtain licenses there. Now, only individuals with a residence permit, permanent residency in Georgia, or those who have resided in the country for at least 185 days in the past year are eligible to take the exams.
