New Laws Signed by Vladimir Putin Affecting Various Aspects of Russian Life

Russian President Vladimir Putin has enacted several new laws impacting citizens on issues ranging from real estate transactions to parental benefits and workplace protections. These changes address various aspects of life in Russia, including property rights, family support, business conduct, and consumer safety. The laws aim to modernize processes, safeguard citizens’ interests, and streamline public services.

The use of a unified biometric system for real estate transactions will be possible starting July 1, 2026. This legislation allows for the electronic submission of real estate documents with an enhanced qualified electronic signature following mandatory identification through the Unified Biometric System.

Fines have been introduced for selling non-alcoholic tonic and energy drinks to minors, effective immediately. Violators face fines ranging from 30,000 to 50,000 rubles for individuals, 100,000 to 200,000 rubles for officials, and 300,000 to 500,000 rubles for legal entities.

Management companies are now required to provide residents of apartment buildings with a standardized annual report on building management. These reports must be published in the State Information System of Housing and Communal Services (GIS ZhKH) during the first quarter of each year.

An experiment legalizing guest houses will be conducted from September 1, 2025, to December 31, 2027, across multiple regions. Guest houses must be included in a special register and receive a unique number, with a ban on operating unregistered facilities.

Employees are now protected from excessive bonus reductions due to disciplinary penalties, effective September 1, 2025. Employers must clearly define bonus systems, and any reduction in bonuses for disciplinary reasons is limited to the period of the penalty and cannot exceed 20% of the monthly salary.

Access to maternity capital has been simplified and payments expedited through a digital platform. The application review period has been reduced from 10 to five days, and the transfer of maternity capital rights will occur automatically in certain cases.

Websites selling unregistered biologically active additives (BAA) will be blocked. Rospotrebnadzor will identify and add these websites to a register of prohibited items, while doctors are prohibited from entering into agreements with manufacturers to promote their products.
