St. Petersburg authorities are utilizing neural network technology to identify and penalize potholes on both private and municipal lands. Eight mobile units equipped with this technology are deployed daily across the city to monitor road conditions.
Since the start of the agricultural period in 2025, the system has identified violations on 11 private properties and in 28 municipal districts, resulting in fines of 30,000 rubles per violation. The potholes were detected in various locations, including shopping center parking lots, gas stations, and courtyards.
The State Administrative and Technical Inspectorate (GATI) emphasized the need for prompt repairs. “Those responsible for the maintenance of the sites need to eliminate the violations as soon as possible,” GATI stated, noting that the mobile units inspect all city districts every four weeks. Re-inspections are conducted, and further fines are issued if repairs are not completed.
GATI first implemented neural networks for pothole detection in 2023. The organization reports a significant improvement in road maintenance, with municipal districts repairing three times more asphalt in the following year. Private owners are also showing improvement with potholes on their properties being recorded half as often as the previous year.
