National Messenger MAX to Simplify Document Sending for Electronic Signature in Gosklyuch, but Remains Non-Mandatory

The Russian Ministry of Digital Development has refuted claims that the national messenger MAX will be mandatory for obtaining documents for electronic signature. This clarification follows a report stating that MAX had become a mandatory requirement for the procedure.

According to the ministry, the law concerning the national messenger only pertains to the signing of documents within “Gosklyuch”. It does not extend to other similar services.

The ministry further explained that the law does not mandate that all documents for signature in “Gosklyuch” be sent through MAX. The messenger may be used for notifications of documents received within the service. Applications originating from Gosuslugi and requiring signature in “Gosklyuch” are also not required to be sent via the national service.

The legislation aims to create a seamless interaction between “Gosklyuch” and the national messenger, thereby simplifying the process of sending and receiving documents for signature.

The “Gosklyuch” application allows entrepreneurs, individuals, and legal entities to sign documents with both qualified (UKEP) and unqualified (UNEP) electronic signatures, however only through Max.

This development primarily affects documents from commercial companies, such as contracts for real estate transactions or SIM card registration. Documents originating from the “Gosuslugi” portal will continue to arrive in “Gosklyuch” through the existing channels.
