Moscow Renovation Program: Residents Can Move to New Buildings Outside Their District Starting in 2025

Starting January 1, 2025, Moscow residents participating in the renovation program will have the option to relocate to new buildings outside of their current district. This change expands the housing choices available to those affected by the program, which aims to improve living conditions for thousands of citizens.

While the renovation program offers improved housing, it can also present challenges for residents. Common issues include disagreements over offered apartments, disputes regarding compensation, concerns about forced eviction, and difficult situations for residents who are the last to relocate from a building.

Residents have the right to reject unsuitable apartments, providing they offer reasoned objections, preferably documented by a technical specialist highlighting the shortcomings. Although there is no strict limit to the number of apartments a resident can refuse, persistent rejection can lead to court intervention.

Monetary compensation is an option, but residents cannot be forced to accept it instead of an apartment. The compensation amount is determined by the market value of the old property, considering depreciation, a figure that often leads to dissatisfaction.

Forced eviction “nowhere” is illegal. Residents are entitled to either equivalent housing or equivalent compensation. If a resident refuses to leave, the city can pursue legal action to terminate ownership of the old property and relocate the resident to the provided new housing.

Disconnecting utilities or engaging in harassment tactics to force relocation is illegal and can result in criminal charges. Experts emphasize the need for both authorities and residents to act in good faith and seek balanced solutions.
