The Moscow region government is planning to implement new tariff zones for paid parking, including a rate of 150 rubles per hour for cars in tourist areas. A draft decree outlining these changes has been published on the website of the Moscow Region Ministry of Transport.
The proposed changes divide parking areas into four zones: special, administrative, residential, and tourist.
Parking rates will vary depending on the zone and vehicle category:
- Special Zone: 30 rubles per hour for vehicles of categories “A” and “M,” 60 rubles per hour for category “B” vehicles, and 120 rubles per hour for other categories.
- Administrative Zone: 40 rubles per hour for vehicles of categories “A” and “M,” 75 rubles per hour for category “B” vehicles, and 150 rubles per hour for other categories.
- Residential Zone: 20 rubles per hour for vehicles of categories “A” and “M,” 40 rubles per hour for category “B” vehicles, and 80 rubles per hour for other categories.
- Tourist Zone: 75 rubles per hour for vehicles of categories “A” and “M,” 150 rubles per hour for category “B” vehicles, and 295 rubles per hour for other categories.
Currently, parking in paid zones of the Moscow region costs 40 rubles per hour near railway stations and 50 rubles per hour on city streets. Parking is free on Sundays and public holidays, and electric vehicles can park for free on any day. Payment must be made within 10 minutes through the “Parking of Russia” application or via SMS to the number 7757. The fine for non-payment is 2,500 rubles.
The government has stated that funds collected from paid parking will be used for landscaping, repair, and maintenance of territories.
The specific locations of the “special” and “administrative” zones, as well as the attractions that will be included in the “tourist” zones, have not yet been defined.
The draft decree is currently undergoing anti-corruption expertise, which is scheduled to be completed by August 7.
Paid parking lots were first introduced in the Moscow region on November 1, 2024, in four cities: Krasnogorsk, Vidnoye, Reutov, and Korolev. They have since been implemented in several other cities, including Lyubertsy, Dzerzhinsky, Ramenskoye, Shchelkovo, Dmitrov, and Istra.
