The Meshchansky Court of Moscow has issued arrest warrants in absentia for Nikolai Tychinin, the former CEO of Plastic Logic, and Yuri Udaltsov, the former Deputy Chairman of the Board of Rusnano. This announcement was made on June 4, according to law enforcement sources.
Both Tychinin and Udaltsov are now on an international wanted list, facing charges of fraud under the Russian Criminal Code.
The charges stem from alleged financial irregularities within Rusnano’s investment projects. An assessment conducted in October of the previous year revealed damages exceeding 40 billion rubles related to Rusnano’s investments up to 2020.
The Federal Security Service (FSB) has stated that Plastic Logic LLC, a Rusnano subsidiary, allegedly embezzled 13 billion rubles during the development of a Russian tablet.
In January 2025, reports indicated that losses attributed to questionable financial transactions within Rusnano surpassed 200 billion rubles.
Earlier this year, in April, Rusnano initiated legal action in arbitration court against Anatoly Chubais, along with Udaltsov, Tychinin, and other former executives. The Moscow Arbitration Court has also seized 5.6 billion rubles from their accounts following the lawsuit filed by Rusnano.
