Families residing in a St. Petersburg military dormitory are grappling with unexpectedly high utility bills, with some exceeding 50,000 rubles. The issue stems from adjustments made to heating and maintenance charges, significantly impacting residents.
The company “ZhilFondServis,” which began managing the dormitory and 18 others in 2024, initiated a recalculation of utility bills after determining that residents were previously billed incorrectly. The recalculation factored in the type of energy efficiency and the area of common spaces, leading to substantial adjustments for residents.
One family’s bill reflected a total of 51,000 rubles, with over 18,000 rubles attributed to heating adjustments and nearly 16,500 rubles for maintenance and repair of common property. Similarly, another family received a bill for 54,000 rubles, including more than 19,000 rubles for heating adjustments and nearly 17,500 rubles for maintenance and repair.
These large adjustments primarily affect families occupying four-room apartments with amenities. Residents of the dormitory have a long history of debts, which predate the recalculations. As of June 2025, the total debt of the building reached 12.78 million rubles, of which 11.3 million is overdue.
