Leningrad Region University Suspected of Organizing Fictitious Migrant Training Scheme

Law enforcement is investigating Gatchina State University in the Leningrad Region over suspicions of organizing a scheme to provide fictitious training to migrants from Arab countries in exchange for money. Searches were conducted on the university premises and at the residences of individuals believed to be involved on June 10.

The investigation revealed that the university issued over 20 invitations for foreigners in November 2024, and subsequently submitted requests to the migration service to extend their “studies.” The alleged “students” were charged between 100,000 and 150,000 rubles for these services.

Authorities believe that the individuals never attended classes and had no intention of studying, with their primary goal being to obtain legal residency in Russia.

The investigation indicates that the university rector, 53, colluded with an entrepreneur from the Moscow region who supplied the migrants. The rector allegedly instructed the former vice-rector, 46, to create fraudulent invitations to process the necessary paperwork. Additionally, five university employees were purportedly hired to manage bureaucratic procedures.

A criminal case has been initiated under Part 2 of Art. 322.1 of the Criminal Code of the Russian Federation, pertaining to the “Organization of illegal migration.” Authorities are continuing their investigation to identify any other potential participants in the scheme.

The Main Directorate of the Ministry of Internal Affairs stated that procedural actions are underway with the rector and the former vice-rector to determine their status as suspects in the criminal case. Operational and investigative measures are ongoing.

The university has not yet issued a statement regarding the situation.
