Lawsuits Filed to Terminate Waste Sorting Complex Concession Agreements

The Ministry of Housing and Communal Services and Energy of the Novosibirsk Region has filed two lawsuits with the Arbitration Court of the region against JSC “Spetsavtokhozyaystvo” (JSC “SAH”) seeking to terminate concession agreements for waste sorting complexes. Hearings on the termination of the concession agreements are scheduled for June 23 and 30.

The lawsuits were filed on May 26 and May 29 and accepted for proceedings, citing compliance with Articles 125 and 126 of the Arbitration Procedure Code of the Russian Federation. The concession agreements, concluded in October and November 2023, involved the construction of two waste sorting complexes near the villages of Verkh-Tula and Razdolny.

JSC “SAH” acknowledged the ongoing judicial proceedings initiated by the Ministry of Housing and Communal Services, stating that they continue to implement concession projects despite technical difficulties.

The project was estimated to cost 3.5 billion rubles with plans for the new complex to process 300,000 tons of waste annually and dispose of 90,000 tons. The launch of the complex was initially planned for 2025.

Requests for comments on the situation have been sent to the Ministry of Housing and Communal Services and Energy of the Novosibirsk Region and the Novosibirsk City Hall. The legal actions come after the former Minister of Housing and Communal Services of the Novosibirsk Region, Denis Arkhipov, was sentenced for abuse of power.
