Vladislav Loginov, the mayor of Krasnoyarsk, has been detained on suspicion of accepting a bribe of 180 million rubles. The investigation alleges that Loginov received the bribe between 2018 and 2024, while serving as first deputy mayor and later as mayor.
According to investigators, the bribe was allegedly paid by Dekard Khanagyan, the general director of “Promstroy,” in exchange for municipal contracts for road repairs. Part of the bribe was allegedly used to construct a bathhouse on Loginov’s property.
Loginov faces charges under Part 6 of Article 290 of the Criminal Code of the Russian Federation, which pertains to receiving a bribe on an especially large scale. Authorities conducted searches at his home and office, seizing documents and other relevant items. The investigation will petition for his arrest as a preventive measure, and he will be transferred to Moscow.
The detention of Loginov has sent shockwaves through the Krasnoyarsk administration. Political analysts predict a temporary “paralysis of power” as the city grapples with the uncertainty of who will succeed him. The investigation is being handled by federal authorities, indicating the seriousness of the case.
Khanagyan’s company, “Promstroy,” is a major contractor in Krasnoyarsk. He was previously arrested in connection with a “road cartel” case, involving the municipal UDIВ. Former officials from UDIВ have also been detained in connection with bribes allegedly received from “Promstroy”.
