Heating Main in St. Petersburg Up for Auction Again with Reduced Price

A heating main network in northern St. Petersburg is being offered at auction again, this time with a significantly reduced price tag of 9.172 billion rubles. The complex includes an 11.345 km heating main network, land lease rights, a heating network from the North-Western CHP Plant, a heat exchange station, and an automated thermal process control system.

The auction, organized by Rosimushchestvo with CJSC “Teplomagistral” property seized in favor of PJSC VTB, will begin accepting bids on June 5. This marks the second attempt to sell the heating main, which connects the North-Western CHP Plant to TEK’s Primorskaya boiler house.

A previous auction in February, with a price of 10.8 billion rubles, failed to attract any buyers. The heating main has a history dating back to the mid-2000s, when a joint venture, CJSC “Teplomagistral,” was formed by VTB, Bank “St. Petersburg,” and GUP TEK to build the network.

The initial plan involved the city purchasing thermal energy at agreed volumes and tariffs. However, the heating main remained underutilized, leading to debt and VTB’s foreclosure on “Teplomagistral’s” real estate, including the land and pipe. The heat supply zone of this infrastructure encompasses over a thousand homes.
