Apartment owners across Russia face potential penalties for failing to report tenant information to management companies, a measure aimed at bolstering security and preventing incidents ranging from leaks to terrorist acts. The initiative, already underway in the Sverdlovsk region, seeks to address the negative consequences arising from a lack of tenant transparency.

The State Duma deputy emphasized the potential for severe outcomes when tenant information is lacking. Unidentified tenants can lead to difficulties in addressing accidents like leaks, and, more seriously, can enable terrorist activities such as bombings. These incidents can result in significant casualties, extensive financial losses, and the destruction of property.

The deputy has previously proposed similar measures requiring owners to provide tenant contact information to authorized representatives, although implementation challenges have hindered progress. A new legislative initiative is currently in development that would grant homeowners the authority to establish residency rules, including mandatory tenant reporting.

The proposed law would also include enforcement mechanisms, primarily targeting landlords who fail to comply. The specific penalty amounts would be determined through a general meeting of homeowners. The deputy believes that establishing these duties is a necessary first step, followed by the development of strategies to ensure compliance.
