Certain categories of Russian citizens are eligible for discounts ranging from 30% to 50% on their housing and utility payments. This support is provided by the state to both preferential categories of citizens and those with low incomes.
Sergei Kolunov, the first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, highlighted the availability of these benefits.
Specifically, Heroes of Russia and the Soviet Union, Heroes of Labor of the Russian Federation and the Union, and full holders of the Orders of Glory and Labor Glory are exempt from paying for housing and communal services nationwide, regardless of their region of residence.
Additionally, a 50% discount on utility payments is available to disabled individuals of the first, second, and third groups; participants in the Chernobyl accident clean-up and their widows; participants of the Great Patriotic War and those who worked at military facilities during the war; and residents of besieged Leningrad, besieged Sevastopol, and Stalingrad.
Veterans of hostilities and their family members are also eligible for utility bill assistance. Furthermore, teachers in rural schools are entitled to a discount on housing and communal services, and large families can receive a 30% discount. These categories are part of a federal list, and regional lists exist as well, with funding reimbursed from the subject’s budget.
Kolunov also mentioned that citizens with low incomes are entitled to a subsidy for paying for housing and communal services. Families spending 22% or more of their total income on utility payments are eligible. To apply for the subsidy, individuals can submit an application through “Gosuslugi” or visit the MFC, with a response expected within 10 working days.
It’s important to note that tariffs for housing and communal services will be indexed starting July 1, 2025, increasing by an average of 11.9% across Russia.
