Certain categories of citizens in Russia are eligible for discounts ranging from 30% to 50% on housing and communal service payments. This support is provided by the state to help those included in preferential categories or those with low incomes.
Sergei Kolunov, the first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, highlighted these benefits. He also mentioned that tariffs for housing and communal services are set to increase by an average of 11.9% across Russia starting July 1, 2025.
Heroes of Russia and the Soviet Union, Heroes of Labor of the Russian Federation and the Union, and full holders of the Orders of Glory and Labor Glory are entirely exempt from paying for housing and communal services nationwide.
A 50% discount on all or part of housing and communal services is available to:
- Individuals with disabilities (first, second, and third groups).
- Participants in the Chernobyl nuclear power plant accident cleanup and their widows.
- Participants of the Great Patriotic War and those who worked at military facilities during the war.
- Residents of besieged Leningrad, besieged Sevastopol, and Stalingrad.
Veterans of military operations and their families are also eligible for benefits. Rural school teachers can also receive a discount on housing and communal services payments. Large families can expect to receive a discount of around 30%. These categories are on the federal list, with regional lists also available, and funds are reimbursed from the regional budget.
Citizens with low incomes are also entitled to a subsidy for housing and communal services. Families whose utility payments constitute 22% or more of their total income have this right. Applications can be submitted through “Gosuslugi” or at an MFC, with a response time of up to 10 working days.
