Demolition of Illegal Kiosks Intensifies in Novosibirsk

Authorities in Novosibirsk are stepping up efforts to dismantle illegal non-stationary objects, with 357 kiosks already removed since the beginning of 2025. This number surpasses the 305 objects dismantled throughout the entirety of 2024, signaling a significant increase in enforcement.

The city administration has identified 597 objects slated for demolition by the end of 2025. According to the Novosibirsk mayor’s office, owners often dismantle the objects themselves upon receiving notification from the commission, accounting for roughly half of the removals.

The prosecutor’s office of the Novosibirsk Region is actively involved, providing oversight during the dismantling process. Additionally, the city administration is addressing outstanding debts owed by business owners.

The Central District has two debtors, with one currently facing legal action. In the Dzerzhinsky district, 18 pre-trial notices have been issued to recover debts related to land lease agreements and agreements for the placement and operation of non-stationary objects. Two lawsuits have been filed against tenants who failed to repay their debts after receiving a notice.

The Kirovsky district has also taken action, filing another 10 lawsuits and issuing 75 pre-trial claims.

The increased efforts to remove illegal kiosks come after the city prosecutor’s office deemed the moratorium on demolition ineffective. Business owners reportedly owe Novosibirsk 190 million rubles.
