Dacha Amnesty 2.0: Simplified Registration of Property Rights in 2025

A simplified procedure for cadastral registration and property rights registration for houses and land plots, known as “Dacha Amnesty 2.0,” is in effect in 2025. This initiative aims to streamline the legalization of properties and ensure that all real estate is properly registered.

The core objective of the Dacha Amnesty is to eliminate illegal constructions, benefiting both the state and individual property owners. Proper registration allows state authorities to maintain accurate records and collect taxes, while enabling citizens to fully utilize their properties, register their residences, and safeguard against unauthorized intrusion or demolition.

The Dacha Amnesty offers numerous advantages to property owners. It allows them to rent, sell, or bequeath their property, secure loans using the property as collateral, insure their real estate, and obtain an official address for essential utilities like gas, water, and sewage.

The primary goal of the Dacha Amnesty is to assist citizens in quickly and affordably re-registering rights to land plots granted before 2001, prior to the enactment of the Land Code. This streamlined process facilitates the re-registration of real estate rights based on older documentation and the registration of properties constructed during the Soviet era.

Until March 1, 2031, owners can register houses and plots using “old” or indirect documents. This includes blocked-type houses (duplexes, townhouses) built before May 14, 1998, and houses constructed before 2013.
