Cultural Heritage Sites Sold for One Ruble at Auction in St. Petersburg

St. Petersburg has concluded its first auctions for cultural heritage sites, some sold for a symbolic price of one ruble, with the total sales reaching 9.53 million rubles. The Committee on Property Relations announced the results on its Telegram channel on June 4.

Several historical properties have been acquired with plans for restoration and new uses. Businessman Mark Negoduyko purchased the “Former Military Hospital” in Krasnoye Selo for just 1 ruble. The one-story building, dating back to 1865, was acquired by Negoduyko, who is involved in several trading and development companies and has previously acquired land plots related to a bankrupt retailer.

Igor Pasechnik, co-owner of LLC “SRI and PI Spetsrestavratsiya,” acquired the Volkov House and the estate of architect E. Gan in Peterhof for 5.2 and 2.15 million rubles, respectively. Pasechnik intends to transform these properties into mini-hotels.

The A.V. Lvova estate in Peterhof was purchased by Galina Kurleniz, director of LLC “SRI and PI Spetsrestavratsiya,” for 2.15 million rubles. Kurleniz plans to use the mansion as a private residence.

The properties sold are all in need of significant restoration. The buyers are obligated to preserve the monuments and undertake full restoration works. The purchase agreement includes requirements to adhere to project documentation approved by the Committee for State Control, Use and Protection of Historical and Cultural Landmarks (KGIOP). Failure to meet these obligations will result in the property reverting to the ownership of St. Petersburg. Along with the property, the buyer also gains the right to lease the land.
