Construction Permit Issued for Pascal Residential Complex in Novosibirsk

A construction permit has been issued by the Novosibirsk Mayor’s office for the “Pascal” residential complex, to be built on 4th Kirpichnaya Gorka Street in the Oktyabrsky district under the integrated territorial development (KRT) program. The complex, developed by “Progress” company, will feature three sections and include housing, parking, offices, and retail spaces.

The multi-story building will consist of three sections ranging from 20 to 25 floors in height, including a technical floor, and the buildings will be connected by a common parking lot. The site spans just over one hectare and will accommodate 594 premises, with 468 apartments ranging from studios to four-room units.

LLC “SZ Progress,” established in 2019 by founder Anatoly Pavlov, reported a net profit of 13.7 million rubles at the end of 2024. According to developer Anatoly Pavlov, the territory for the residential complex is free of existing structures.

In exchange for constructing the residential complex, the company will acquire two nearby plots to design and build a kindergarten with a capacity of 310 children, along with the necessary infrastructure. The company will need to resettle residents from the private sector in the area planned for the kindergarten.

Construction of the “Pascal” residential complex is scheduled to be completed in the second quarter of 2028. The KRT for the site was recently approved by the mayor’s office. Additionally, the “Brusnika” group is developing a 6.5-hectare plot near 4th Kirpichnaya Gorka Street, around the “Lokomotiv Arena,” under a separate KRT program.
