Construction of Health Resort Complexes Planned in Leningrad Region

Health resort complexes are slated for construction in the Vsevolozhsk, Vyborg, Lomonosov, and Luga districts of the Leningrad region following an agreement signed at SPIEF-2025.

The agreement was formalized between Leningrad Region Governor Alexander Drozdenko and Vyacheslav Semenenko, the controlling shareholder of GC MESTO. Investments in these projects are expected to reach 14.6 billion rubles over the next three years, with projected contributions to the regional budget totaling 1.18 billion rubles.

The development will include spa hotels in Vsevolozhsk, Roshchino, Tolmachevo, and the Tuutari location. These hotels will offer a combined total of 1,451 rooms and villas, all managed by the hotel operator Vertical Hotels, which is part of the Becar group.

The project will be implemented in three stages, with completion expected by 2028.

According to Governor Drozdenko, the Leningrad region hosted over 7 million tourists last year, highlighting a growing demand for accommodation. He also noted the interest from investors in creating comprehensive cultural and leisure spaces alongside hotels.

The new health resort complexes are projected to generate more than 400 jobs. Vyacheslav Semenenko, controlling shareholder and CEO of GC MESTO, emphasized that construction will be carefully managed to minimize environmental impact and preserve the landscape.

A separate strategic partnership agreement was previously signed at the forum between Semenenko and Alexander Tokarev, head of Kon Tiki, to collaborate on a hotel complex in the Ploskoe massif of the Luga district.

The XXVIII St. Petersburg International Economic Forum, held from June 18–21, 2025, focuses on “Common values ​​are the basis for growth in a multipolar world.” The forum anticipates participation from 20,000 representatives from 140 countries and territories. A plenary session featuring Russian President Vladimir Putin is scheduled for June 20.
