Conflict and Lawsuits Among Residents of the “New Constellation” Residential Complex

Residents of the “New Constellation” residential complex in Saint Petersburg are embroiled in a conflict involving lawsuits and accusations of forged meeting minutes, with Saint Petersburg Legislative Assembly deputy Alexey Zinchuk at the center of the dispute. Residents allege that Zinchuk, an active resident himself, is manipulating meeting results for his own benefit, while Zinchuk dismisses these claims as merely formal and inadequate.

The conflict revolves around the validity of residents’ meetings and the decisions made during them. Lawsuits initiated in 2023 contest the results of these meetings, alleging forged signatures, incorrect ballot information, and violations of legal procedures. One case was initially won by the plaintiffs, but is currently under appeal, while another remains pending.

The core group of residents challenging Zinchuk consists of former members of the building’s council, who claim that the current council is controlled by the deputy. They assert that Zinchuk uses his position and influence to impose his will on the building’s management and operations. Residents accuse him of introducing his own rules, permitting actions not officially allowed, and cultivating a favorable public image to sway opinions.

Amidst the lawsuits, numerous complaints have been filed with the State Housing Inspectorate (GZHI) regarding various issues, including the unauthorized organization of a concierge service in Zinchuk’s entrance. The GZHI has identified violations and demanded corrective actions. A recent meeting initiated by Zinchuk aimed to address issues such as facade window cleaning and increased security, but dissatisfied owners plan to challenge its results, citing similar concerns of procedural irregularities.

Zinchuk defends his actions, stating that adjustments to tariffs and services are necessary for the building’s development. He argues that he is working to improve the building’s conditions and resolve issues related to housing and communal services. Zinchuk believes that residents have excessive rights that hinder effective management of the residential complex and suggests limiting these rights through legislative amendments.
