Composition of the Yakimanka District Administration and the “Zhilischnik” State Budgetary Institution

Elena Makarova heads the Yakimanka district administration, overseeing a team of officials including deputies responsible for housing, economics, and public engagement. Key figures include Ramazan Alimagomedov, Irina Shchepeleva, Irina Kudinova, Akop Petrosyan, and Dmitry Khramtsov, each with distinct backgrounds and responsibilities.

Makarova, who has been in her position since 2018, previously worked in various administrative roles across Moscow. Her career includes time in the Golovinsky and Strogino districts, as well as the Central and Northern Administrative Districts. She is viewed by some as uncommunicative and faced a vote of no confidence from municipal deputies in 2019, which she successfully challenged in court.

Ramazan Alimagomedov, the First Deputy for Housing and Communal Services and Improvement, joined the administration in November 2024. Prior to this, he held positions in “Zhilischnik” organizations and “MoszhilNIIproekt.” His past is marked by involvement with companies facing tax issues and traffic rule violations.

Irina Shchepeleva, the Deputy Head for Economics, Trade and Services, handles the district’s financial matters. Her background includes experience in Soviet-era trade and various administrative roles.

Irina Kudinova, Deputy Head for work with the population, is the most experienced, having served in the district for 32 years. Her career began as a teacher and she has been involved in various community initiatives.

Akop Petrosyan, Deputy Head for Construction, has a background in economics and state management. He previously worked in construction and administration in Novosibirsk and Kaluga.

Dmitry Khramtsov directs the “Zhilischnik of Yakimanka District” State Budgetary Institution. He has held the position for four years. He previously worked in repair and decoration and at the “Administrative and Economic Center.”
