Collapsing Retaining Wall in Gorsky Neighborhood to be Fenced Off

A collapsing retaining wall in the Gorsky neighborhood of Novosibirsk is being fenced off, prompting the mayor’s office to consider implementing a high-alert regime. The structure, located between houses 84 and 86 on Gorsky Microdistrict street, has been deteriorating for several years, according to local residents.

The Novosibirsk mayor’s office published a draft decree on June 9 regarding the introduction of a high-alert regime due to the wall’s collapse. The wall is located behind a central heating unit on the property of residential buildings.

A local resident named Ivan stated that the situation with the wall has persisted for several years. He noted that while the area is often taped off, children still climb around it, especially since a playground is located nearby. He also mentioned that the wall began leaning significantly about a year ago and is further eroded by rain. Currently, workers are digging pits near the wall to install a fence that will completely enclose the area.

Lyudmila Serova, a representative of the Gorsky management company, corroborated Ivan’s account, confirming that the wall has been collapsing for a long time. She added that the management company has been monitoring the situation and has informed the district administration about it.

The draft decree outlines plans to put city-level units, including the Department of Emergency Situations and the administration of the Leninsky district, on high alert. It also details the responsibilities of the administration and the Gorsky housing maintenance department to inform residents of the situation.

Specialists from the management company are required to install fences and warning signs about the risk of the wall collapsing. They are also tasked with conducting an engineering and geological survey of the soil foundation of the wall with the assistance of a contractor and carrying out necessary repairs. Additionally, employees are instructed to inspect the nearby houses.

The mayor’s office press center received a request for information. This is not the first time the mayor’s office has introduced a high-alert regime; a similar situation occurred recently due to the collapse of a well on Dzerzhinsky Avenue in Novosibirsk.
