Changes to Driver’s License Acquisition Rules in Russia and an Alternative Path in Georgia

New regulations in Russia have significantly extended the time required to obtain a driver’s license, with multiple failed attempts leading to lengthy waiting periods before retesting. As of April 1, 2024, while examinees are permitted more errors during the driving test, failing three times results in a mandatory 6-9 month wait before another attempt.

One journalist, Yulia Zabaylovich, circumvented these extended waiting periods by obtaining her license in Georgia, highlighting the country as a viable alternative for some. Previously, Georgia offered a streamlined process for obtaining a driver’s license, with no mandatory driving school attendance and relatively quick testing procedures.

In Georgia, the exam consists of theory, driving range, and city driving components. The theory test is similar to the Russian version, focusing on traffic laws and regulations. The driving range includes exercises like the “figure eight” and “snake,” and the city exam involves navigating pre-determined routes monitored by computers and sensors.

Zabaylovich passed all three exams in Georgia on her first attempt, attributing her success to thorough preparation, commenting on her actions during the test, and choosing a less congested city for the city driving exam. She emphasized the importance of staying calm and communicating clearly with the examiner.

However, recent changes have made it more difficult for foreigners to obtain a driver’s license in Georgia. As of May 28, individuals must now have a residence permit, be permanent residents, or have spent at least 185 days in the country within the last 12 months to be eligible for testing.

Despite these changes, Zabaylovich successfully exchanged her Georgian license for a Russian one, emphasizing the remaining possibility for those meeting the residency requirements. She outlined the necessary documents for the exchange, including a passport, notarized translation of the foreign license, medical examination, and proof of payment for the state fee.
