Assets of Domodedovo Group Transferred to State Revenue

The Moscow Region Arbitration Court has ordered the transfer of assets belonging to the Domodedovo group to state revenue. The decision, made public on Tuesday, June 17th, follows a lawsuit filed by the Prosecutor General’s Office of the Russian Federation.

The court fully satisfied the prosecutor’s office’s claims, according to a trial participant. The decision is subject to immediate execution. The hearing was held behind closed doors.

The Prosecutor General’s Office filed the lawsuit in January 2025 against approximately three dozen companies within DME Holding LLC, as well as Valery Kogan and Dmitry Kamenshchik. Kogan chairs the airport’s supervisory board, while Kamenshchik is the beneficiary.

According to the prosecutor’s office, Domodedovo had fallen under foreign control, specifically to residents of Turkey and the UAE through Kamenshchik, and Israel through Kogan.

The case materials allege that in 2024, Kogan and Kamenshchik attempted to mask foreign control over strategic enterprises. They reportedly applied to the Federal Antimonopoly Service for approval of transactions that would transfer control of strategic enterprises to DME Holding LLC. Their application was approved.

Prior to this ruling, the Moscow Region Arbitration Court seized the assets of the group, along with shares and stakes held by Kamenshchik and Kogan, on January 30th. On January 31st, the airport was placed under the management of Rosaviatsia.
