St. Petersburg’s Committee for Transport has been ordered to re-evaluate bids for the procurement of 60 electric buses, despite the Federal Antimonopoly Service (FAS) dismissing a complaint filed by Trading House Trans-Alfa LLC.
The FAS ruled that Trans-Alfa’s complaint, which challenged their non-admission due to an allegedly non-compliant bank guarantee, was unfounded. However, adhering to recent FAS practice, Trans-Alfa will be given the opportunity to provide a new guarantee. The commission attributed the initial issue to the bank rather than the applicant.
This decision necessitates the transport committee to nullify the initial results and conduct a re-evaluation of the second parts of the applications.
Despite the re-evaluation, the outcome of the tender is not expected to change. MAZ is still projected to win the tender, having submitted the most competitive price.
MAZ offered a price significantly lower than the starting price, reducing it by 40% – from 3 billion to 1.8 billion. This reduction in price would allow for the purchase of 100 electric buses instead of the originally planned 60, all within the initial budget of 3 billion.
Trans-Alfa previously supplied 28 Sirius electric buses under a prior contract, and these buses are currently in operation.
