Company to Build Unmanned Vehicle Assembly Plant in St. Petersburg

“AN Invest Severnaya Stolitsa” plans to construct an unmanned vehicle assembly plant in St. Petersburg’s “Rybatskoye” industrial zone. The project is part of draft agreements for the St. Petersburg International Economic Forum (SPIEF-2025). The investor intends to build four production buildings on a 79,800 sq. m land plot by 2032, with a total area of 37,000 sq. m.

The project was approved at a meeting of the governor with government members on June 16. The plant will focus on the production of unmanned vehicles and equipment.

Alexander Beglov stated that St. Petersburg is at the forefront of using artificial intelligence in transport and that the development and production of drones is a new industry for the city. He emphasized the importance of this project for both the city and the country.

The specific investment volume and application areas of the unmanned vehicles have not been disclosed. The authorities are expected to sign an agreement with the investor at the St. Petersburg International Economic Forum.

“AN Invest Severnaya Stolitsa,” established in 2020, specializes in the production of aircraft, including spacecraft, and related equipment. The company is currently owned by ZPIF “Gorizont N” managed by LLC UK “Maximum,” with Denis Prikazchikov as its director. Prikazchikov also directs LLC “Aquapark Building,” the owner of the former “Waterville” water park. Developer Andrei Nedbaev, previously a co-owner of “AN Invest Severnaya Stolitsa,” is considered the beneficiary of the deal.

Prior to the investment agreement, “AN Invest Severnaya Stolitsa” demolished existing industrial buildings on the site that were deemed unauthorized constructions due to discrepancies with the original lease agreement. These buildings, previously owned by PJSC “Vulkan,” included a component warehouse and a finished product warehouse.

Ivan Skladchikov, head of the investment committee, mentioned that the plant’s construction will be aligned with the creation of overpasses on Yunnatov Street, a priority infrastructure project for St. Petersburg. The removal of the unauthorized buildings and the architectural appearance of the first stage of the enterprise construction had been approved.
